Implementation of NemID

This information of 30 January 2012 concerns the implementation of NemID.

DanID has informed that the PID functionality for entities without a business registration number will not be available until 29 February 2012. We have previously informed that the identity of the player must be validated with NemID or an alternative documentation before 1 March 2012 (Newsletter No. 6). Therefore the Danish Gambling Authority has decided that the following rules apply for a player's account to be considered final:

Players registered before 31 January 2012:

  1. Before 1 March 2012 the licence holder must have obtained the personal identification number (CPR No.), name and address of the player.
  2. Before 1 March 2012 the information must be checked by an independent and reliable source (e.g. the CPR register).
  3. From 1 March the player must always log on with a digital signature requirement with a security standard according to the standard of OCES (NemID). If the player has not logged on before 30 March 2012 the account must be closed unless the licence holder has obtained additional information in another way. Information which the licence holder has already can also be used (as described in FAQ) because it is not a requirement that it is the digital signature which applies as additional information.

Players who are registered from 1 February to 28 February 2012:

  1. Upon registration the licence holder must obtain CPR No., name and address of the player.
  2. The information must be checked by an independent and reliable source (e.g. the CPR register).
  3. The licence holder must obtain additional documentation for the identity of the player (e.g. via the PID functionality in NemID).
  4. The digital signature must be applied by the log on by the player at the latest 30 days after the registration of the player.
  5. Item 2 and 3 must be carried out within 60 days from the registration of the player and yet at the latest 31 March 2012 or the player's account must be closed.

Players who are registered from 29 February 2012 and later:

The identification procedure must be carried out according to the rules in the executive orders which means:

  1. Upon registration the licence holder must obtain CPR No., name and address of the player. A temporary account is opened for the player.
  2. The information must be checked by an independent and reliable source (e.g. the CPR register).
  3. The licence holder must obtain additional documentation for the identity of the player (e.g. via the PID functionality in NemID).
  4. Item 2 and 3 must be carried out within 30 days. Only after that the identity of the player has been confirmed and the player's account is final. If the identity of the player has not been confirmed within 30 days the temporary account must be closed.
  5. After the player's identity has been confirmed log on to a player's account may only take place with a digital signature with a security standard according to the standard of OCES.

The above rules apply whether NemID or another digital signature with a security standard according to the standard of OCES is used, and this applies both to entities with and without a Danish CVR No.

Please note that only NemID can be used as the said additional documentation. This means that although the PID functionality is available, the licence holder must still verify name, address and CPR No. by an independent and reliable source. The register of self excluded persons cannot be applied for that.

The Danish Gambling Authority expects that the implementation of a digital signature will happen as smoothly as possible.
