Lotteries - monopolies
On this page, you will find everything you need as a monopoly. Exclusively monopolies can organise lotteries - except from the types that are covered by licences to betting, gaming machines, land-based casino, and online casino. It is also possible to apply for or notify of charity lotteries or other non-profit purposes.
How to obtain a licence
Application for Danske Lotteri Spil A/S
To apply for a licence to offer lotto games, scratch cards etc., you must use form no. 3-01.
Changes to the licence
If there are changes to the licence, e.g. new members of the management or board, or one of the responsible professionals, the Danish Gambling Authority must be notified. You must use form no. 3-02 and form no. 3-03.
General technical requirements
To obtain a licence to provide gambling subject to a monopoly in Denmark, it is required that the gambling operator gives the Danish Gambling Authority access to a data warehouse (SAFE), to which the gambling operator continuously transfers and saves gambling data by use of the security system Tamper Token.
Moreover, it is required that the gambling operator controls the presence of any player in ROFUS (the register of self-excluded persons).

- Danske Lotteri Spil A/S
- Det Danske Klasselotteri A/S
- Almindeligt Dansk Vare- og Industrilotteri (Varelotteriet)
- Landbrugslotteriet

If you are a manager of a shop selling gambling products from Danske Lotteri Spil or Det Danske Klasselotteri, you must be approved by the Danish Gambling Authority. You apply for an approval as a manager by using form no. 8-01.

The Danish Gambling Authority’s certification programme is set out to ensure that the gambling system and gambling equipment executes games in a correct way and that the security surrounding the gambling system is maintained. The Danish Gambling Authority’s certification programme supplements the gambling regulation, individual licence terms and the administrative practice set out by the Danish Gambling Authority.
The licence holder must be certified at all times in accordance with those parts of the certification programme which apply to their specific offer of gambling products.
For each type of game there is a set of testing standards and a set of inspection standards, which apply for the game type in question. Furthermore, five documents apply across all types, except for land-based casino where it is only the general requirements and test- and inspection standards which apply. Each document sets out minimum requirements for the arrangement of the gambling system, business processes, and business systems of the licence holder.
Certification programme version 2.0
The Danish Gambling Authority has updated the certification programme for online betting, land-based betting and online casino. The updated version of the certification programme entered into force on 1 January 2023. Below you will find a zip-file with the historical certification programme v1.2.

Standard reports
For every document there is a standard report with the document code: SCP.XX.XX.EN you must use when reporting to the Danish Gambling Authority on certification. The document code for standard reports use the same system as the documents of the certification programme.
Information about digital signature
Gambling operators who want to obtain a licence to provide gambling subject to a monopoly must integrate a digital signature according to OCES or higher standard in order to prepare their gaming system.
Today, there is only one supplier of digital signature in Denmark who complies with the requirements in OCES. That is NemID which is provided by Nets Danid.

Danske Lotteri Spil A/S
Danske Lotteri Spil A/S have a monopoly to provide lotteries such as Lotto and scratch cards.
Danske Lotteri Spil A/S is a state-owned joint-stock company, with a licence to provide gambling in Denmark and Greenland. The licence is issued by the Danish Gambling Authority and the Danish Gambling
Authority supervises Danske Lotteri Spil A/S.

Det Danske Klasselotteri A/S
The right to provide class lotteries is reserved to Det Danske Klasselotteri A/S, Landbrugslotteriet, and Varelotteriet. Det Danske Klasselotteri is a subsidiary to Danske Spil A/S, with a licence to provide class lottery in Denmark. The licence is issued by the Danish Gambling Authority and the Danish Gambling Authority supervises the class lottery. The Ministry of Justice supervises the two other class lotteries. Almindeligt Dansk Vare- og Industrilotteri (Varelotteriet)
Varelotteriet holds a licence to provide lottery in Denmark issued by the Ministry of Justice, which also supervises the lottery. If you wish to file a complaint against Varelotteriet, you must contact the Ministry of Justice.

Landbrugslotteriet
Landbrugslotteriet is an independent institution with a licence to provide lottery in Denmark. The licence is issued by the Ministry of Justice which also supervises Landsbrugslotteriet. If you wish to file a complaint against Landbrugslotteriet, you must contact the Ministry of Justice.
