
Betting
Betting are games where the participants try to predict the result of an event. Not only betting on sporting events are covered by the term. A wager on who becomes the next prime minister is also considered betting.
Betting is only covered by the Gambling Act if the participants:
- Pay a stake (money or similar)
- Through the payment have a chance of winning a prize (all kinds of prizes)
Betting with stakes and prizes must only be provided with a licence issued by the Danish Gambling Authority.
How to obtain a licence
You can apply to the Danish Gambling Authority for a licence. A licence for betting covers both online and land-based sales of betting products and is valid for up to five years. You must use the application no. 2-01, Annex A (no. 2-02), Annex B (no. 2-03), and if necessary Annex C (no. 2-04).
The application fee is DKK 304,500 (in 2023) and must be paid upon submission of your publication at the latest. If you are applying for a combined licence from to provide both betting and online casino, you must pay a total application fee of DKK 426,300 (in 2023).
If you apply for a renewal of your licence, you must pay an application fee of DKK 121,800 (in 2023). You must pay th fee no later than when you submit your application. If you apply for a renewal of your licence to offer both betting and online casino, you must pay a total application fee of DKK 152,300 (in 2023).
The English versions of the guidelines are unofficial translations. In case of any discrepancy between the original Danish text and the English translations of the guidelines, the Danish text shall prevail.

Approval as a manager
Danske Lotteri Spil A/S is the only licenced operator of betting on:
• Results on lotteries
• Other randomly generated events except for land-based betting on the outcome of electronically simulated sporting events
If you are a manager of a shop selling betting products from Danske Lotteri Spil A/S or others who have a licence to provide land-based betting, you must be approved as a manager. Use form no. 8-01 to apply for approval as a manager.
Organisers of local pool betting on dog races etc. can obtain a licence to provide betting on the race track where the race takes place. Use application form no. 4-01 to apply for a licence.

Local pool betting
Application for licence to hold local pool betting in Denmark and Greenland

General technical requirements
To obtain a licence to provide betting in Denmark, it is required that the gambling operator gives the Danish Gambling Authority access to a data warehouse (SAFE) to which the gambling operator continuously transfers and saves gambling data by use of the security system Tamper Token.
Moreover, it is required that the gambling operator controls the presence of any player in ROFUS (the register of self-excluded persons).

Spillemyndighedens certificeringsprogram har til formål at sikre, at spilsystemet og spilteknisk udstyr afvikler spil på en korrekt måde, og at sikkerheden omkring spilsystemet bliver opretholdt. Spillemyndighedens certificeringsprogram supplerer spillovgivningen og de vilkår, der er fastsat for spiludbyderne i tilladelserne, og den administrative praksis, som vi fastsætter.
Tilladelsesindehavere skal til hver en tid være certificeret i overensstemmelse med de dele af certificeringsprogrammet, der gælder for deres spiludbud.
For hver spiltype er der tilknyttet et sæt teststandarder og et sæt inspektionsstandarder, som gælder for den pågældende spiltype. Yderligere fem dokumenter gælder for alle spiltyper, med undtagelse af landbaseret kasino, som udelukkende er omfattet af de generelle krav samt kravene i test- og inspektionsstandarder. Hvert dokument fastsætter minimumskrav til indretningen af tilladelsesindehavers spilsystem, forretningsgange og forretningssystemer.
Certificeringsprogram version 2.0
Spillemyndigheden har opdateret certificeringsprogrammet for online væddemål, landbaseret væddemål og onlinekasino. Programmet trådte i kraft den 1. januar 2023. Nedenfor findes en zip-fil med det historiske certificeringsprogram v1.2.
Standard reports
For every document there is a standard report with the document code: SCP.XX.XX.EN you must use when reporting to the Danish Gambling Authority on certification. The document code for standard reports use the same system as the documents of the certification programme.
When you have obtained a licence
Payment of fees
If you have a licence to provide betting (except local pool betting) you must pay a fee depending on the gross gaming revenue for the calendar year. The fee is paid to the Danish Gambling Authority.
Changes to the licence
Modifications of the licence to provide betting and/or online casino
If there are changes to the licence e.g. new members of the management or board, a new representative or one of the responsible professionals, the Danish Gambling Authority must be notified. You must use form no. 2-07.
The Danish Gambling Authority publishes a list of licence holders to provide betting and online casino. Furthermore, a list of licence holders with a licence to provide local pool betting in Denmark is published.
Registration and payment of gambling duty
Gambling operators must register with the Danish Business Authority by using the registration form no. 29.063, which is available on the Danish Tax Agency’s website. Report about the supply of gambling
No later than 14 months after a licence for betting has been put to use the licencee must submit a report about the supply of gambling to the Danish Gambling Authority. Below you will find a list of approved enterprises that are approved to complete the report about the supply of gambling. You can also read more about the report in Information 14.
Information about digital signature
Gambling operators who want to obtain a licence to online casino or betting with effect from 1 January 2012 or later must integrate a digital signature according to OCES or higher standard in order to prepare their gaming system.
Today, there is only one supplier of digital signature in Denmark who complies with the requirements in OCES. That is NemID which is provided by Nets Danid.
