The change of the requirements means that RNGs and games shall only be re-certified in accordance with the DGA’s certification programme, when a change is made to components affecting compliance with the requirements for RNGs and games in the documents ‘SCP.01.00 Requirements for RNG’ and ‘SCP.07.01-03 Requirements for games’.

The change does not affect the frequency of certification in accordance with the documents SCP.02.00 – SCP.06.00 of the DGA’s certification programme. Certification in accordance with these documents shall still be completed at set frequencies.

Changes of the relevant documents in the DGA’s certification programme are sent for notification with the European Commission. The notification can be followed on the European Commission's website.

Changes to documents in the certification programme

Changes to RNGs and games shall, as usual, be handled and documented according to the requirements in ‘SCP.06.00 Change Management Programme’.

Re-certification of specific requirements for RNGs and games in connection with system changes shall be completed in accordance with ‘SCP.01.00 Requirements for RNG’ and “SCP.07.01-03 Requirements for games’ respectively. 

Re-certifications shall always be completed in accordance with the latest version of the certification programme.

The following sections cover the specific changes to relevant documents in the certification programme.

SCP.06.00 Change Management Programme

Section 4.4.1 is clarified, so it clearly appears when re-certification of requirements shall be completed, when changes are made to relevance code 3 components related to an RNG or a game, and when re-certification of requirements shall be completed, when changes are made to other relevance code 3 components.
If changes are made to a relevance code 3 component for either an RNG or a game, the re-certification of relevant requirements shall be completed before the changed component is taken into use on the Danish market. 

It is not possible to postpone this certification.

If changes are made to other relevance code 3 components, the re-certification shall be handled as usual. This means that re-certification of relevant requirements shall be completed during or in direct continuation of the implementation with an option to postpone the re-certification up to 3 months.

Furthermore it should be noted that changes to relevance code 2 components shall be handled as usual, which means re-certification every 12 months.

SCP.01.00 Requirements for RNG

In section 2.1, the sentence about re-certification with a interval of maximum 12 months is removed.

In section 2.1.1 a few linguistic changes are made.

Section 2.1.2 about renewed test of RNG contains substantial changes. From this section it now appears that renewed test of an RNG shall be completed, if changes are made to the RNG’s components. It is the DGA’s assessment that changes to an RNG’s components are always of relevance code 3, which means that renewed test of the RNG in connection with a system change shall always be completed, before the changed RNG is taken into use on the Danish market. Renewed test shall still be documented by using the DGA’s standard report, in which all requirements must be filled in.

Section 2.1.3 is removed. The section was about the possibility to postpone the re-certification, but this will no longer be an option, when re-certification only needs to be completed in connection with system changes.

SCP.07.01-03 Requirements for games

In section 2.1, the sentence about re-certification with a interval of maximum 12 months is removed.

In section 2.1.1 a few linguistic changes are made.

Section 2.1.2 about renewed test and inspection of games contains substantial changes. From this section it now appears that renewed test and inspection of a game shall be completed, if changes are made to the game’s/game platform’s components. It is the relevance code of the changed component, which determines the time of the renewed test and inspection. Renewed test and inspection shall still be documented by using the DGA’s standard reports. Here all relevant requirements must be filled in. A requirement can either be passed after a new test/inspection or by documentation for a previous test/inspection.

Section 2.1.3 is removed. The section was about the possibility to postpone the re-certification, but this will no longer be an option, when re-certification only needs to be completed in connection with system changes.

Examples

Change of an RNG component:

It is the DGA’s assessment that all RNG components are relevance code 3.

If a game supplier or a licence holder with their own RNG makes a change to an RNG component, the accredited testing organisation shall test the requirements in section 3.1 in ‘SCP.01.00 Requirements for RNG’ and issue a new RNG certificate (the DGA’s standard report is used for this). The re-certification shall be completed, before the changed RNG is taken into use on the Danish market.

The change itself is handled and documented cf. the requirements in SCP.06.00.

In addition, the accredited testing organisation assesses to which extend the change of the RNG affects compliance with the requirements in SCP.07.01-03 for instance section 5.1.2 ‘The games use of RNG’ in ‘SCP.07.03 Requirements for games – online casino’, and tests and/or inspects accordingly.

If test/inspection is completed in accordance with SCP.07.01-03 the accredited testing organisation issues a new game certificate, where the result of the test/inspection is reported. Requirements in SCP.07.01-03, which were not tested or inspected, because they were not affected by the specific change, shall still be noted with a result in the game certificate. This result can be based on a previous test/inspection. This means that is not necessary to test og inspect requirements, which are not affected by the change of the RNG.

The new RNG certificate and any new game certificates are uploaded to the DGA’s games register and connected to the relevant RNG and the relevant game(s), before the changed RNG and games are offered on the Danish market.

Change of a relevance code 3 component for a game

If a game supplier or a licence holder with their own games makes a change to a defined relevance code 3 component for a game or betting platform, the accredited testing organisation shall test and/or inspect relevant requirements in ‘SCP.07.01-03 Requirements for games’ and issue a new game certificate. The DGA’s standard reports are used for this.

Requirements in SCP.07.01-03, which were not tested or inspected, because they were not affected by the specific change, shall still be noted with a result in the game certificate. This result can be based on a previous test/inspection. This means that is not necessary to test og inspect requirements, which are not affected by the change of the game.

Re-certification shall be completed before the changed game is taken into use on the Danish market.

The change itself is handled and documented cf. the requirements in SCP.06.00.

The new game certificate is uploaded to the DGA’s games register and connected to the relevant game(s) or betting platform, before the changed game(s) is offered on the Danish market.

Change of a relevance code 2 component for a game

If a game supplier or a licence holder with their own games makes a change to a defined relevance code 2 component for a game or betting platform, the accredited testing organisation shall test and/or inspect relevant requirements in ‘SCP.07.01-03 Requirements for games’ and issue a new game certificate. The DGA’s standard reports are used for this.

Requirements in SCP.07.01-03, which was not tested or inspected, because they were not affected by the specific change, shall still be noted with a result in the game certificate. This result can be based on a previous test/inspection. This means that is not necessary to test og inspect requirements, which are not affected by the change of the game.

Re-certification shall be completed within 12 months from implementation of the change.

The change itself is handled and documented cf. the requirements in SCP.06.00.

When the new game certificate has been issued, it is uploaded to the DGA’s games register and connected to the relevant game(s) or betting platform.

Future changes to SCP.01.00 and SCP.07.01-03

If the DGA introduces new requirements for RNG or games for instance on the basis of new legislation, a complete re-certification of RNG/games is not necessarily required. In this situation the need for re-certification of any requirements will rely on a specific assessment made by the DGA.

If the DGA for instance adds a game specific requirement for slot machines, it is only necessary to re-certify slot machines, and it is only necessary to test/inspect the new requirements and any other requirements, which has been affected by the change of the game. The rest of the requirements for the game can be approved on results from previous test/inspection.

Transitional scheme

In connection with the notification the following comes into force when the stand still period expires on March 18, 2026. Please note that the following may be subject to change:

Existing RNG certificates issued in accordance with SCP.01.00 version 1.0 of january 1st 2025 are valid until any change is made to an RNG covered by the certificate. Hereafter the certificate is no longer valid. This means that it is not necessary to have a re-certification completed of an RNG, covered by a valid certificate, until a change is potentially made to the RNG. An exception is, if the DGA introduced new RNG requirements.

Existing game certificates issued in accordance with SCP.07.01, SCP.07.02 or SCP.07.03 version 1.0 of January 1st 2025 are valid until any change is made to a game covered by the certificate. Hereafter the certificate is no longer valid. This means that it is not necessary to have a re-certification completed of a game, covered by a valid certificate, until a change is potentially made to the game. An exception is, if the DGA introduced new game specific requirements, which requires re-certification of specific game types.

RNG and games covered by a certificate issued in accordance with the testing- and inspection standards from the previous version of the DGA’s certification programme shall be re-certified in accordance with SCP.01.00 or SCP.07.01-03 respectively, before the certificate expires, which is 12 months after the test- and inspection date.

In connection with the commencement of this change, the DGA will update the games register, so an expiration date no longer appears for certificates connected to an RNG or game.
