Certification programme for online casino
The certification programme for non-profit lotteries applies when using random number generators (RNGs) to draw winning tickets and/or winning numbers in the operation of non-profit lotteries. This is stipulated in Executive Order no. 1438 of 6 December 2024, section 16(2). Licence holders must at all times be certified in accordance with the parts of the certification programme that apply to their game offering.
The certification programme for non-profit lotteries consists of the following documents:
- Requirements for testing and inspection standards
- General requirements
- Information security management system
- Programme for managing system changes
- If the RNG used has an internet connection, the document Penetration Testing must also be applied.
The document “Requirements for testing and inspection standards” is divided into two types of non-profit lottery offerings: lotteries without pre-drawn tickets, and bingo/banko.
The requirements for RNGs used in lotteries without pre-drawn tickets are found in section three, while section four contains the requirements for bingo and banko.
If, for example, only lotteries without pre-drawn tickets are offered, section four on bingo and banko may be omitted. Conversely, if only bingo and banko are offered for a non-profit purpose, section three may be omitted.
When submitting your certification reports to the Danish Gambling Authority, you must select the category “Non-profit lotteries” in the contact form on the Authority’s website.

Standard reports
Each document is accompanied by a standard report with the document code SCP.XX.XX.DK, which must be used when reporting certifications to the Danish Gambling Authority.
